Some have argued that the idea of the state and its sovereignty has been made irrelevant by processes that are taking place at both the global and local level. The first stage is for IC-ENC to train DHN staff in the IC-ENC ENC quality assurance practices, who will then be considered ‘on loan’ to IC-ENC. A report by the Congressional Research Service released in July 1993, documented U.
